    Dick Devine was born in Princeton, Mn. and lived in Minnesota until 1954 when his parents moved to Spooner, Wisconsin. He moved to Milwaukee in 1957 and attended Marquette University. He and his wife, Julie, were married in 1959, and moved back to Minneapolis where he attended the University of Minnesota. On Nov. 30 of 1963 he was appointed to the Minnesota State Patrol, and assigned to the New Brighton Station on the north side of Minneapolis. On July 20 of 1969 Dick transferred to Park Rapids with his family where they have lived ever since.

    Dick & Julie have four children: Roxanne (Wilfahrt) who lives in Watertown S.D., Kurt who lives in Little Falls, Mn., Marty who lives in La Crescent, Mn., and Annie (Laituri) who lives in Bemidji.

    On Nov. 30 of 1994 Dick retired from the State Patrol with 31 years of service. He had been a member of the Park Rapids School Board from 1974 to 1992, and decided to run for County Commissioner, and was elected in 1996. He was re-elected in 2000.

    Dick serves on many committees in the performance of his duties as County Commissioner including, Heritage Living Center, Hubbard County Senior Housing, Inc., 911 Committee, Kitchigami Library Board, and Northern Lights Library Board.
